Report: Proposal for an Assessment of Risk Mitigations for Algorithmic Amplification of Disinformation, the Role of Platform Business Models & Demonetization
This report, prepared for EDMO by the Integrity Institute, seeks to contribute to the conversation around how to assess mitigation measures implemented to address risks of the spread of disinformation stemming from platform algorithmic systems, business models and monetization program.
The report provides metrics to assess the spread of disinformation as it is enabled by platform algorithms, business models (including targeted advertising, but also governance and decision-making incentives and structures), or monetization programs.
The indicators proposed here rely both on data that could be made accessible to external researchers and self-reporting on some information by platforms. The measures proposed in this report are intended to build on past proposals to assess the integrity, as well as the effectiveness, of measures taken by online platforms, including the service-level and structural indicators for the EU Code of Practice on Disinformation and the impact assessment of the Digital Services Act. This report specifically builds on areas in the first and second EDMO proposal for structural indicators–expanding them to allow for a risk assessment by online platforms.
