EDMO And The Code Of Practice

EDMO is an integral part of the development and implementation of the 2022 Code of Practice on Disinformation. EDMO proposed a first set of structural indicators to enable the evaluation of various dimensions of mis- and dis-information in a comprehensive, objective, and longitudinal way.

Metrics to gauge the effectiveness of
the Code of Practice

The Strengthened Code of Practice on Disinformation, presented on 16 June 2022 is a voluntary and co-regulatory instrument developed and signed by 34 signatories at the time of adoption. Recognising the importance to make the Code future-proof, signatories agreed to establish a framework for further collaboration through a permanent Task-force. EDMO has a seat in the permanent Task-force which will ensure that the Code adapts and evolves in view of technological, legislative, societal, and market developments.

The key instrument of the European Union’s policy against disinformation – the Code of Practice on Disinformation – in its improved version seeks to adopt structural indicators to examine the disinformation phenomenon and gauge effectiveness of the Code in suppressing it both in individual EU member states and in the EU as a whole. The paper outlines the process and the proposal for an initial set of approaches and metrics towards building such structural indicators.

Expert Group on Structural Indicators

EDMO selected a group of experts to contribute on a voluntary basis to the process of developing a methodology and the requisites for its implementation for Structural Indicators to assess the impact of the Code of Practice on Disinformation. The Group is composed of experts with combined expertise in computational methods, platform data analysis, network analysis, audience studies, and excellent familiarity with EU policies against disinformation, as well as experience in policy assessment and in measuring policy effectiveness.

EDMO’s Work On The Monitoring Of The CoP’s Signatories Reports

With the 2022 Strengthened Code of Practice, signatories committed to submit regular reports in which they explain what they have done to comply with the commitments they signed up to under the Code of Practice. EDMO and some of its Hubs undertook systemic assessments of the reports submitted by online platform signatories.
