Safeguarding Information Integrity When Vulnerabilities Peak: EDMO Launches Taskforce for Elections and Crisis-Related Disinformation

Electoral processes and crisis situations continue to expose and intensify societal vulnerabilities to information manipulation – unleashing dynamics that can undermine core democratic principles, hinder effective crisis management, and erode public trust precisely when it is matters most.

In response to this evolving threat, the European Digital Media Observatory (EDMO) is reinforcing its commitment to safeguarding information integrity by strengthening the capacity of relevant actors across sectors to better understand and effectively counter disinformation when its impact is most acute. Building on its extensive experience in monitoring and analysing disinformation around elections and crises, including the most recent US-Israel War on Iran, on 15 April 2026 EDMO has established a dedicated Taskforce, representing the entire breath of its 30-country European network.

The Taskforce will serve as a central strategic forum, ensuring coherent coordination of all activities related to disinformation during democratic processes and emergency contexts. By convening leading experts from across the EDMO network, it will help shape shared methodologies, strengthen analytical standards, guide the development of best practices that reinforce Europe’s information resilience, while supporting the implementation of the Rapid Response System, which lies at the core of the Code of Conduct on Disinformation.

As of April 2026, the Taskforce is composed of 19 members:

Permanent members from EDMOeu

Chair: Tommaso Canetta

Chair’s Deputy: Camilla Vagnozzi

Coordinator: Katarína Klingová

Coordinator: Lisa Ginsborg

Members from the network of 15 EDMO Hubs
(participating in meetings on a rotation basis

Five Hubs will participate in Taskforce meetings at any given time, rotating every seven months. Should an election – regular or snap – or a crisis occur in a country not currently represented, the relevant Hub will be invited to join Taskforce meetings on an exceptional basis.

The first five Hubs participating in the rotation are:

  • MEDDMO (in light of the Cypriot parliamentary elections in May 2026)
  • NORDIS (in light of the Swedish parliamentary elections in September 2026)
  • BECID (in light of the Latvian parliamentary elections in October 2026)
  • BROD (in light of the Bulgarian presidential elections in November 2026)
  • FACT (in light of the Romanian parliamentary elections in December 2026)

The second rotation group will be determined at a later stage, once the electoral calendar for the subsequent period is further defined. Taskforce meetings will take place on a monthly basis, with the possibility of increased frequency during electoral periods or crisis situations to ensure timely coordination and response.

“The creation of the EDMO Taskforce comes at a crucial moment for Europe. Its democratic resilience is increasingly challenged by influence operations and foreign interferences undermining the integrity of our information space. The EDMO Taskforce will be a key component of wider collective efforts towards Europe’s democratic renewal.” – Paolo Cesarini, Chair of the EDMO Executive Board
